Do you have the baud rate configured correctly? Number of stop bits?
Is it configured to require RTS/CTS or is it just using Tx/RX/GND?

Sorry for being a bit OT. I actually figured out after reading the VT100 LS-11 Users Guide. If you would like to use the VT103 as a dumb terminal you have to remove the STP (standard terminal port) adapter from the Terminal Controller card. If the STP is installer it assumes a second terminal device and the EIA comm port is used for "external" comm.
