100% Disk Usage

I've got an Inspiron 5559 laptop, purchsed May of 2016. Runs Windows 10
Home, fully updated. Hard drive is only 33% full, 8GB memory. It's been
running fine until about 9 months ago when it started to slow down upon
starting, launching programs, and shutting down. Task Manager shows the
hard drive is at 100% usage. It takes about 20 minutes for the hard
drive to settle down to where I can use the machine. But, even when
settled down, it takes about one to two minutes to launch a program, i.e.
Photos, Media Player...to where I can use the program. Once launched, it
works fine.

I've searched for fixes to "100% disk usage", but nothing has worked.
I've watched what's running at start up by using the Resource Monitor,
but there's so many things running there that keep changing places, it's
hard to identify something to further track down.

There's a lot of Dell programs running in Resource Monitor, but even when
those finally appear at the bottom of the list, other programs take their
place and the hard drive is still at 100%.

Anyone left here that's solved this issue?

I'm getting to the point where I may do a clean install.

Windows Update. Guaranteed.

Microsoft have form.

If you disabled updates in XP then they simply sent a command to cause svchost.exe to max out your CPU and make your system unuseable.

If you turned Windows Updates back on the problem just went away.
