My questions are - How do I logically remove the Cinemaster card and
any associated software from my system, and can anyone recommend a good
software decoder for the Dell 8x DVD drive?
Thanks in advance!

The Cinemaster software decoder is excellent; if you can find someone
selling that, you're inbusiness.
I also purchased Cyberlink's PowerDVD which is almost as good, but has
one really great feature: It lets you do captures to a file if you
turn off hardware acceleration.
