Is the a way to match State Plane Coordinates (coordinate system used by
FEMA to map flood planes) to latitude and longitude. I have tried FEMA and
they seem to not know. Supposidally they outsourced all the work to outside
surveyors. However it is hard to believe that there is no way to match the
State Plane Coordinates to a longitude and latitude.

Fred,
It is quite clear that you are not a surveyor. To do the conversions you
need the formulas and the tables. Since these are somewhat involved, I
suggest you go to
http://crunch.tec.army.mil/software/corpscon/corpscon.html, download the
free conversion software.
