GPS coordinates from surveyor map

I'm a neophyte trying to figure out if there is a way to calculate GPS
coordinates (Lat/Long) from a survey map.

Any ideas?

I've looked at QuickCogo and SeisSoft Coordinate Transform, but they
are not very user friendly to say the least.
