TSH is a pituitary hormone and often acts as an early warning signal.
Your T4 is a free-T4, by the way, not a total-T4 measurement. Your body
is working valiantly to keep levels of free-T4 as constant as it can,
so that is also often the last thing to drop out of range. A good
starting point might be to look for the "Welcome & Reading" posts;
there are lots of links to websites, esp the thyroid.about.com site.
