I have been looking for companies that offer work at home opportunities and
keep running into sites that for a "small fee" will send you a list of
resources. I fell for it once and vowed never to do it again. Lucky for me it
was only 40 dollars lost, and not hundreds as I have seen others do.

How can I go about finding companies that are looking for work at home people
and not require me to put anything upfront???

Or If you are hiring, and in need of a typist please let me know also.

Try the http://www.go2net.com/search.html seach
engine using the words "telecommute jobs". Lots of stuff
will show up. Weed out the crap and bookmark the majors.
