"The therapists - psychologists and psychiatrists - worked in the hospital's
comprehensive psychiatric emergency program, which deals with some of the
city's most difficult mental patients, many brought in from the streets by
the police.
According to hospital officials, four of them were found to have been
filling out time sheets for hours they did not really work, while the other
two, supervisors, signed them, sometimes indicating that the four had worked
a full 35 hours, when they had worked as little as 16 hours."

My psychiatrist was doing this for years. He was seeing his patients
for 5 or 10 minutes and then charging the government for an
appointment that was over 30 minutes. That way he got paid the same
without having to work as much. I asked a retired nurse if he was
allowed to and she pointed out to me he was breaking the law. I think
the offense is fraud and with the number of times he did it the
penalty would probably be severe if he was caught. His secretaries
knew what he was doing to and played their part as well which is also
a crime. Anyway, he doesn't do it anymore which means I get to spend
at least half an hour with him instead of being shuffled out the door
after 5 minutes.
