The Red Time Guardians

Some of the Time Guardians went rogue on the planet Xerxes.

They found a way to snatch the time from people in their precious moments
and time when they were in a hurry (expensive, precious time) and return
it to people in their times of boredom, waiting on red light or in line
(wasted time).

The sum of time was altogether zero, but the difference in the price
of the precious time and wasted time went to the elect rulers
(so the rich rulers had only high quality time, and the lower class
had low quality times of boredom), and Time Guardians kept the profit
from the difference of the price of time.
