This was all over the news last night. The tabloids and junk TV stations
carefully left out "to the government" which makes it a juicier story, but
basically I think this is a good idea. It costs an absolute fortune to keep
someone on dialysis, so a one-off subsidy of $50K is good value. Also, the
operations would be done through the hospital system, not in a Bombay back
street.
