The System Worked This Time For This Criminal

The man who abducted, tortured and repeatedly raped a 12-year-old
girl
over a six-month period in a B.C. dungeon in 1976 has died in a
psychiatric hospital.

Donald Alexander Hay died Sunday at the Regional Psychiatric Centre
in
Saskatoon, the Correctional Service of Canada announced Monday.

Hay, 79, was serving an indeterminate sentence for kidnapping and
unlawful confinement as well as an eight-year consecutive sentence
for
sex with a female under the age of 14.

Hay kidnapped and kept Abby Drover in a makeshift bomb shelter
beneath
his garage in Port Moody, B.C., torturing and sexually assaulting her
for 181 days.

Drover’s family had been a neighbour of Hay.

Hay had repeatedly been denied parole because he continued to
minimize
the effect of his offences on Drover and blamed his alcoholism for
the
crimes.

Maybe he should have worked for Children's Aid Society
(CAS) in Canada or a state Child Protective Services (CPS)
agency in the USA.

He couldn't be any more idiotic than many of the
caseworkers they already have, in fact his idiotic
rationalizations are strikingly similar to theirs.

In both cases, the cases started out secret from
the public ostensibly to protect the kids but
Orwell and Kafka could have warned them
what really happens when a HUGE bureaucracy
uses a secret court process.

Vast numbers of children are removed from their
parents based on the attitudes of some
totally unqualified caseworker, whose entire
agency is under pressure to increase numbers.

The agencies themselves do not claim that
more than 1% of all kids removed were for
blood, broken bones or sexual abuse.
A HUGE category of NEGLECT which includes
unqualified determinations that the kids
are "at risk of" this or that.

Part of that huge NEGLECT category is for
parents convicted of drug use, but that still
leaves a HUGE portion of child removals where
the explanation for child removal is at best
nothing short of bureacratic double talk
but commonly outright subborned perjury.

No parent can meet the standards for a
CPS agency inspection of their home
siince there ARE NO STANDARDS.
This violates the 4th amendment prohibition
of unreasonable search and seizure.

The real CHILD MOLESTERS seek access to kids
by getting jobs in the ""Child Protection"" INDUSTRY itself.

Former Colorado caseworker and child molester

Iowa played "catch and release" with Rantz and he
went on to get a job as a Child Protection caseworker
in Colorado, until they caught him molesting again.
