Hmm.......a mouse with little dopamine is
perhaps a mouse with a parkinson's like ailment?
Treating human parkinson's diease often
sees a return of the sex drive as I recall reading.

Ergo, dopamine blockers are forcibly injected into the New Yorkers
whom the State of New York don't want to survive.
