did it get to you from nis.net? mayve they could give you logs to confirm
that it did or didn't come form primenet.
maybe also, email primenet and ask them to check.
as for 'response' just email primenet,nis.net and ask them to stop him.
If you feel a need to go further, you could see about specific damages in
court (no, don't mailbomb him back!)

Matt Giwer is the right person. I recall encountering this nutcase from
last year, when I was very active in the talk.politics.* hierarchy.
He's definitely the kind of person who would engage in mailbombing.
