STORY LINE (in english):  
A Hamburg police assistant named Meyer Zwo is taking pictures of possible arms smugglers.

Then, 'Ulf Thorning, pilot of a small cargo/charter plane, wants to fight a fire that has broken out on board.  He finds that the fire extinguisher is not working and when he tries to get the load out of the fire area, he finds only bricks in the boxes.  Obviously someone planned his crash to get him out of the way.  Desperate, he sends a 911 call before crashing on British territory.  Fishermen manage to pull the pilot out of the water alive.

As a precautionary measure, Ulf Thorning had given his brother professor Rüdiger Thorning additional information about' 'criminal backers for whom he had smuggled arms out of ignorance.  The arms smuggling organization seems to know this and so they want both of the 'brothers out of the way.  They send a hitman named Jorek to' get 'professor Thorning' as 'he is about to give a lecture in Hamburg.  Jorek' is 'informed of his next assignment on a train by Horst Simmath' who provides him with the necessary work and information material.  Both of them even sound high on drugs as they whisper to themselves.

Hamburg police senior commissioners Paul Stoever and Peter Brockmöller are meanwhile busy solving a murder case' while construction work is going on in their office. 'Katja Nodorp was found shot dead in her apartment. Her brother Holger is found and tells them about Katja's friend who is also this Horst Simmath and 'who is said to be quite jealous and irascible.  

While the' questioning is 'still in progress, Stoever' receives 'an anonymous call.  The participant in a conference of the Alfred Bergmann Foundation is to be killed, she says.  Simmath is there with she - the anonymous caller - when she is making this call. 

Stoever' acts on 'possibility of preventing a murder and not, as usual, of only being called when everything is too late.  So he wants to take care of this matter. He discusses the assasination attempt with the conference leader Doris Eucken.  As they talk outside, she immediately thinks of the journalist who had conspicuously asked about the conference members' and an interview 'the day before.  She says she may have given the hitman posing as a journalist a tip.  Thanks to the attention of Doris Eucken, 'who recognizes Jorek 'when he visits the conference venue again, Stoever succeeds in following his trail and locating his hotel.  He puts' someone named 'police assistant Meyer on Jorek, who then observes him.

Brockmöller is now researching the victim's bank movements and is able to determine regular cash deposits from Simmath.  Since he had stated that his relationship with the victim had ended months ago,  Simmath moves into the focus of his investigation.  The phone records may have traced the anonymous caller to where he is, too.  

Simmath apparently had first researched Robert Vidal' a sailor (boatswain), 'who had given him an alibi for the time of the crime.  

Brockmöller finds files in the archive according to which Simmath was involved in the arms trade in the past. During the search of Simmath's ship, the investigators find boxes of machine guns.'  The other boatman mentions Ireland.  

By the time they want to question Simmath, he' sees the cops on board the boat and disappears, himself.  The police go to his apartment.  'According to his wife, he was on a business trip and, in her opinion, far too cowardly for a murder.  She denies knowing Katja.  Stoever is certain that she was the anonymous caller.

While monitoring Jorek, Meyer observes' him meeting 'with' and rejecting of 'Simmath and then driving to the airport. There, he fakes his departure so that the police surveillance is interrupted.'  'Now, Jorek' is able to 'lure professor Thorning to him.  

The pilot Ulf Thorning tricks his way out of the clinic where he was being treated 

Jorek sends a letter' to the professor' saying that 'his brother supposedly wants to meet him.  

The professor, Stoever and the conference lady named Doris meet and talk. 
Later,  Doris sees Jorek again and rushes to call Stoever.  

Slightly after, Stoever sees Jorek in a car and he calls it in and follows him to a hotel where he gets more info on him. 

As the conference leader, Doris 'is now somewhat suspicious and she sees the message sent to professor Thorning and she somewhat follows professor Thorning though held up by traffic, but' then she is' too 'late.  Jorek has already shot the professor,' left the hotel and 'is now going back' almost gleefully 'to Paris to do his next job.

Stoever and Brockmöller' are able to 'track down Simmath, again.  During interrogation, he initially denied having killed his girlfriend.  After Zwo recognizes Simmath' in the police station hallway 'and he is linked to the murder attack on Thorning, Simmath confesses.  He had hoped to be able to' pin 'the murder of his girlfriend' on 'Jorek, since Simmath had passed the murder weapon on to Jorek for his assignment.

Ulf Thorning makes his way back to Germany by sea, partly on a boat named the Prinz Hamlet.  But at the dock, 'since he is too late and can no longer save his brother, he first meets and whispers with Doris, then cooperates with the police as they arrive moments later.  

Stoever and Brockmöller finally have someone who can inform him about the connections between the arms smuggling of Simmath and' one of the men found to be behind the arms smuggling,' the man named Bast.'
