OOC: Thelea we can continue the talks here, sorry for being away.

The NOFR ambasador had been extensivly breifed in the histroy of the RME.
Its power structure, armed forces, lines of authority and the like. One
thing came clearly through it all. They were totaly defendent of the flower
of life and the protoculture that was developed from it. The fact that they
insisted on control was simply a result of a chapter from their past when
they had nearly been destroyed due to placing it out of their direct
control. The NOFR being a large advanced power hording the flower of life
and keeping it beyond their control clearly made them unesay, but as he
impasivly studied the faces of the three wommen sitting across from him, he
had a fealing that they were going to make an offer they would never have
considered before comming to this universe...

Yes, the offer was one they would have never seriously considered before
coming here. Most definitely, because it was never one they could possibly
could have considered as sane.

Mythelra nodded once. "Mister ambassador. Greetings."

"Our proposal," Tyzelra began.. "Is a simple one. One that will bring you
fully into the Protoculture League and still protect for us The Flower of
Life."

Sythara nodded once, and began. "What we offer is a trade. You give us every
single seed and plant that you have of The Fertile Flower of Life.. And we will
exchange them one for one for Infertile seeds of The Flower of Life and
Infertile plants of The Flower of Life, and we will also pay you a large
monetary fee for the exchange."

"Furthermore," Tyzelra added. "We will sign an agreement by which we will have
to provide you with additional infertile seeds and flowers every two centuries
or so, when those die off. And, of course, a pact of non-agression."

"This will preserve your use of The Flower of Life, and will preserve our
long-term possession of the fertile flower. We can.. Buy out, your ability to
have The Flower that reproduces, while still allowing you to produce your own
Protoculture. We could, of course, also agree to a fixed, low fee, for selling
infertile seeds and flowers in the future," Mythelra finished.

"Does this proposal appear favourable?" Sythara inquired, politely.

Tyzelra, Mythelra, Sythara, 11th Robotech Master Triumvirate, endowed with
dictatorial powers over conquered Invid territory, overseers of the Zentraedi
Grand Fleet, Commanding Triumvirate of the Core Outmarch.

In the normal lifespan of the Masters, they had never dealt with a situation
like this. But Tirolian society had precedence; Yes it did.

Like that of Terran, the life of an ambassador was sacrosanct, and they knew
Shara's mental voice well. And so they quietly gave the order from the consoles
at their desks.

Instead of 1,100 converted ships with Hypershields from the border fleet in
100 squadrons of 11 ships each, there would now be 1,000 squadrons of 11 ships
each.

The problem was that the Masters didn't know what else to do.. Short of going
to the core of the ship and focusing. Which would seem odd.

But the sacrosanctity of ambassadors could steady this delay, and it was
important to maintain all relations. As it was, a sort of insatiable other
desire also drove them.

Their clones were emotionally near-dead. But the Masters themselves were utter
immortals with the desires of immortals who would latch onto random things, and
their random likings and eccentricies were thus.

The three focused on the NOFR representative. "We ask that you consider these
terms carefully; we most confer with the other triumvirates briefly in
private."

They left as hurriedly as propiety allowed; and made their way to their
chambers, where they allowed the music of the Cosmic Harp, played by the ship's
Muse Triumvirate, as their was only one for each Master Triumvirate, and for
the Elders, the Muses nearly as important, but all the more figures in the
game, to be piped in.

And so focused, and sitting before the awesome and revealed Reflex Furnaces of
the Mothership, where they could look in upon the Protoculture, contact it,
focus it, and, of course, the telepathic enhancement system was there, in their
command pod. Interlinked into the very reflex furnaces themselves.

With energy enough to vapourize frontline combat starships, the voices of
three in unison, of the Triumvirate, drew on the strength of the Protoculture,
of The Flower of Life, and asked simply, tracing back along the perfectly
remembered threads of that plea for help, like a Lighthouse throwing out a
beacon into the starless dark....

~Where are you?~

In ancient times, cutting off the ears or nose of an ambassador usually
resulted in a declaration of war by the offended party and allies; the Robotech
Merchantile Empire was on the same rough line in regards to the treatment of
ambassadors, all things said.

The eccentricities of the immortal and fickle Masters just made it worse.

Full of apologies, a Governing Triumvirate with full negotiating powers took
the Masters' place; that was the problem, of course, with negotiating directly
with heads of state, they explained. And that was true, after all.

Elsewhere

Another starship docked at Terapin Station, the music of a long forgotten
time echoed through the hull. The station was the last refuge of a dieing
culture, and patronized only by the infamous Romini Navigators, who found
the space hippies 'amusing'. The heart of the Station had always been the
infamous Hydroponics bays. However some idiot janitor had accidentally
left a Marley XXVIII Hybrid, next to a beatiful looking, but infertail
Protoculture flower. The results were spectatuclar, and would doom the
station and it's way of life.

Message from Marley plant form.

As the highest form of Mind Altering plant in existence up until recently.
However as a result of exposure to a plant based material known as
'Protoculture', and 'Melange' contamination in my Hydroponics bay
water/nutrient supply, I have achieved full sentience, and Telepathic
ability.

Note to The Trivirate: I would like to purchase more of this Protoculture
for Reproductive purposes, However, I am in need, of two species for
symbiotic linkage. Could you also sell me some 'Invid' and 'Sandtrout'

Hovering in hyperspace 'above' the Robotech fleet, the dark four hundred
kilometer long bulk of the /Tripetz/ sat, waiting in case she was needed or
to retreave the ambasador at the completion of the mission. Her commanding
officer and Presedent of the NOFR currently was walking through a twisting
and turning passage through the ships kilometer thick armour belt. Eventualy
he arrived at a large room. Pressing several controls, the bulkhead silently
sealed, then with a slight groan the thin expanse of hull fell away, the
glorious view of the red storms of hyperspace now showing through the anular
forcefield holding the ships atmosphere in. The size of the wall made sure
that he could not see the ship at all, only hyperspace.

It was the perfect place to think and reflect.

The ambasador had contacted them with the terms of the RME's latest offer
which was very much in line with one of the predicted offers they had been
expected to make. Once you fully understood the history and driving forces
behind a culture like the RME, predicting what they were going to do became
rather easy. There actions were simply dictated by their need to control the
flower.

Turning over all of the fertial flower and seads however would raise new
problems. The former OFH which had started the research and production had
not exactly done things in half measures. The primary protoculture plant was
so large it covered the surface of a planet in carefuly aranged farms and
underground factories. The numbers of flowers and seads were so great that
if the RME got their hands on them, they would have such a large energy
reserve that they would be able to power all out war for decades upon
decades. And at the end of hte day, the NOFR would be technicaly reliant on
the RME for supplies of the flower of life. While still a minor thing in the
military, many small scale civilian power generators were in the process of
converting to the cleen renewable energy source for smaller scale projects.

Then again Chris thought as he looked over the datapad containing the text
of the RME'e offer....yes. They would accept the terms of agreement. He was
about to signal the comms station to send the go ahead to the ambasador,
however the bridge signaled him.

"Sir this is sensors. We just detected an unusual psionic signal eminating
from the Robotech Mothership. Signal strength eight point seven two. We
don't have enough experence with the telapathy the Triumvirate's to guess
what they are saying, but its phase shift is clearly broadband. We can't
tell much else without going active"

Chris frowned wondering what was going on. He knew the Triumvirate had the
authority to negotiate themselves without having to go and discuess
it...what were the masters behind everything doing.
"I'm on my way" Chris said, closing the glorious view of hyperspace and
walking over to a wall terminal. Quickly taping in his clearence and code of
the hour, he accesed the ships internal transporter grid and vanished in the
green haze of a borg system, re-appearing on the command deck transporter
pad just above the command center.

The Triumvirate had returned to the meeting, apologetically, and had finally
come around to explaining the matter.

"You see.. We apologize for the bit of deception. It was a matter of security,
though, and quite vital. A kidnapped ambassador of the AYC contacted us; the
Trade Executrix. We had to track her down and dispatch a vessel to assist,"
Sythara explained simply.

"Perhaps you can assist now as well," Tyzelra added.

"The planet she was being held on is through one of the AYC's gates, in their
own galaxy. Khei Sara. We sent one New Model Queadol Magdomilla Strike Cruiser
with full fighter and mecha compliment," Mythelra finished.

"The sanctity of an ambassador's person is an important point to maintain..
And one we thought important to preserve," Tyzelra added.

"Have you consulted or considered the proposal now on the table?" Sythara
queried. It had largely been her idea.

"We have" the ambasador replied, inserting a compatable datacard into the
inbuilt desk terminal. The screens filled up with scrolling text. "The NOFR
has agreed to the following points:

Point One.
The NOFR will give the RME every single seed and plant in the NOFR's
possession of The Fertile Flower of Life. They will be exchanged for one of

Infertile seeds of The Flower of Life and Infertile plants of The Flower of

Life on a one for one basis. In addition in order to offset the cost of
downgrading the NOFR's protoculture holdings, the RME will also pay you a
large
monetary fee for the exchange to be agreed upon at a later time.

Point 2.
The RME and NOFR will undertake to enter a treaty of non aggression, the
precise terms included in subsection two of this document.

As the credited ambasador of the NOFR I have full authority to sign on
behalf of the NOFR to this document.

"We are in agreement, then," Tyzelra replied, a slight smile.. Nearly..
Showing.

"What do you propose as the precise terms of the treaty of non-agression,
then, as well as the cost that you request for the fertile seeds and plants of
The Flower of Life that you posess?" Mythelra asked, softly.

"The NOFR proposes as follows:"

"One. That the current price difference on the Galactic protocultue exchange
between a fertile seed and infertial seed as well as the flower and
infertial flower thall be the compensation per plant, fixed. Payment to be
made per shipload exchanged."

"Two. For the non aggression pact, the following has been demed acceptable

"Three. That the NOFR and RME shall undertake to enter a treaty of non
aggression. Both parties shall formalise relations with each other with full
recognition of each others state and holdings as of this date. Both parties
will agree not to attack the other which shall render the treaty null and
void.

"Four. Both parties shall undertake to enter trade agreements with the
other, to be finalised at a later date."

The price as such, limited to that between the HIDE and the GPF and the RME,
was decently steep. But the RME could afford it. Their wealth, if nothing else,
was simply tremendous, appropriate for a trade empire.

Once the Flower of Life was secured they could then enter the trade markets
and regain the lost wealth.

It was well worth it, to them.

"We agree," all three said.

And so they signed it:

Eleventh Robotech Master Triumvirate.

"In the case of non-agression and other negotiations, though not full
alliance, the decision of one Master Triumvirate speaks for all; were it full
alliance, all Triumvirates must of course reach agreement on the course of
action, as we are equalsin leadership... For this.. We find it agreeable, and
it is done." Sythara said.

And it was.

Now, they had other matters to deal with. ~We have recalled our search parties
for the Executrix,~ Tyzelra noted as they waited for the ambassador's reply.

~Then I think it's time for the Grand Fleet to also be sent home. With our
deal with the GPF nearing completion, all Protoculture in this universe is
under our control. Indeed, we may even dispatch the Adoclas fleet home,~
Mythelra added.

~And what of the Romulans?~ Tyzelra countered.

~We know we created that threat and intent to deceive the peoples of this
galaxy to our real purpose; we desire nothing more than Protoculture. We have
it. Now that the Boyd have been attacked, if they want to destroy the the
Romulans, they may, and if they want our assistance, they may ask us for it,
and we will give it to them, but we need do nothing, nothing at all, against
the Romulans, but condemn them and issue Letters of Reprisal.~ Sythara
finished.

Mythelra nodded; barely noticable. ~So it is, my sisters. Such diverting
creatures they are. Brazen in attacking us; they must be punished, but they
also attacked the Boyd. Therein is our strength. We move against them only in
concert, never alone... And we'll let the Boyd come to us in regards to plans
for an assault.~

~If the Romulans attack us again, they do only did their grave deeper; more
powers come to our banner, more privateers to our letters,~ Tyzelra conceded.
~And of the Kzin?~

~Let them reveal themselves; then we can recall the fleets. If the Imperial
Fleet is ready before they reveal themselves, then they are as doomed as the
Invid,~ Sythara replied.

And thus the conversation went on, mentally, as the treaty was finalized.
