What do the above 3 points indicate.
The Empire is separated into sectors which in republic times had 50
inhabited Systems but have grown in size considerable. With the 50
systems figure and the above number of inhabited systems mentioned
above, there are the 1,000,000 sectors, now with the growing sector
sizes this could mean the number of sectors has shrunk or there are more
inhabited systems joining. I personally believe a bit of both happened,
several sectors merge to form one, sectors at the frontier regions but
also merge but also have new systems added.
With the original figure of 50,000,000 and 1,000,000 you would have
approx. 1 member system and another 50. If we take the 1,000 figure you
have 1,000 member and 50,000 others, now the OB in the ISB(Imperial
Sourcebook) gives 24 ISD and another 1,600 combat ships per sector. If
we use the first figure you would have a total of 24,000,000 ISDs and
1,600,000,000 other combat ships, or 2.125 ISDs per system and 31.4
other combat ships for each system. If the 1,000 sector figure is used
you have 24,000 ISD and 1,600,000 other combat ships, or 1 ISD per 2125
systems and1 of the 1,600 other ships per 31.8 systems. Obviously from
this we can see that the empire would not existed if the fleet was
spread this thinly. Even if we use the aurgumented OB figure you still
have 1 ISD per 637.5 Systems.
Hopefully you're still with me here.
So far from the above we can say that there cannot be 1,000,000 systems
as the number of ships per systems is to high, but also that the 1,000
sectors have far to few ships per system for the empire to hold together
for even the short time it did. The true number has to be somewhere in
between, say somewhere between 10,000 and 100,000 sectors. This would
give between 100 Member and 5,000 other systems (10,000 sectors) with
240,000 ISD and 16,000,000 other combat ships, 1 ISD per 212.5 Systems
or 1 other combat ships for ever 3.2 systems. 10 member and 500 other
systems(100,000 Sectors) with 2,400,000 ISD and 160,000,000 other ships,
1 ISD per 21.25 Systems, or 3.13 other combat ships per system.
Points that indicate 1,000 sectors.
Numerous novels either state number of ISD's left under imperial control
out of so many ISD's, or number of sectors/systems left from so many.
Would these figures not come from WEG as I believe SWRPG came out before
any of the major novels, Zahn etc.
The Star Wars Visual Dictionary Episode 1 indicates that there were
1,024 senate pods in the senate building on Coruscant, it does not
however say there are that many sectors.
As you can see there are far more sources indicating more then a
thousand sectors and more then 25,000 ISD's.

You're probably got things mixed up. 25,000 ISD figure came from the Empire
low point of its existence.

The Imperial Navy of 25,000 ISDs is just the offensive arm of their
space force. They have sector defense fleets. And that's where your
other number comes from.
