Two Problems Aboard Deep Space 51 Telaxia Station

As I sit here, I am stuck with the quandry of what to do with two people.
One is Saito Jaxon, a Bajoran who was once an Ensign whose last (And ONLY!) assignment was the USS Enterprise & was believed to have been killed while returning a Federation operative back to Cardassian space (The operative was executed by the Cardassians). If you recall, no investigation into her death was ever conducted because it was believed that the communication from the Cardassians was reliable enough to not question it.
Well suffice to say, Saito Jaxon, now an Ensign with an inactive service record (More on that in a moment), is VERY MUCH alive & QUITE well. We have run a whole battery of tests on her. No one is quite sure just how she survived in Cardassian space in the nearly twenty years she was believed - And declared to have been - Dead (Let alone how she was able to make her way into the DELTA QUADRANT where Deep Space 51 is) but what IS known is that she was taken to Cardassian prison camps where sex crimes not only run rampant but are also committed by the guards themselves.
As a result, Saito Jaxon believes she's been raped countless times by her Cardassian captors & may have been impregnated HUNDREDS of times as a result. She thinks a STAGGERING number of those pregnancies may have been forced to carried out to full term (Due to the trauma this presents as well as other abuse she suffered at the hands of these BARBARIANS) she cannot recall for certain.
She says the situations at these prison camps she was often thrown in (If not STILL IS) akin to (If not WORSE THAN) that of the rape gangs she recalls hearing about from the late Lt. Tasha Yar's home world.
In fact, we have just recently discovered that Saito Jaxon is pregnant with a baby stemming as a result of one of these forced sexual encounters with the Cardassians. And as we all know, the Cardassians take a hands on approach when it comes to parenting their children & their laws reflect that. As such, we are on the alert in the event the father of the child discovers where the child & Bajoran mother are & decides to attack the station to recapture her in an effort to claim her as his own in some perverted attempt to enforce Cardassian Law or try to get an Interstellar Court to enforce Cardassian Law in this matter. The Bajoran Government has also been alerted to Saito's reappearance. They have informed us that the family is still deciding what to do.
The reason why we have not reactivated the service record of Ensign Saito Jaxon is because we're still running a littany of tests on her JUST IN CASE this might still be some sort of ELABORATE Dominion Intelligence trick & she may be a spy for them BUT this is looking less & less likely as she continues to pass each test we come up with & do so with flying colors. In fact, Dr. Julian Bashir, now the head of Changeling Verification Research For Starfleet Medical (Who has an entire hospital here on Deep Space 51) & Commander Deanna Troi, now the head of the Starfleet Medical Mental Health & Psychology Department are both PERSONALLY heading up the testing & verification process in this case. Even THEY are baffled by this.
Our other problem is a female changeling who has supposedly been excised by The Link after discovering that she's been impregnated with an organic sensian being in her otherwise inorganic body (It is believed that The Link excises members who find themselves in the position which this female changeling does. According to changeling tradition in such cases, not even abortion is a saving grace from excism (Though since our knowledge on changeling traditions is vague & quite limited, we can't verify this for certain).
As a result of the excism, the female changeling is seeking asylum because the father is a Cardassian whom she doesn't want to be associated with.
Dr. Bashir & Counselor Troi are heading up this case as well. Meanwhile, her movements have been restricted & are being CLOSELY monitored (We've fitted her with an ankle bracelet which will alert security if she enters a restricted area) as we try to figure out what to do with her too.
Admiral Janeway & I are on the same wavelength in both cases although considering that the Cardassians have supposedly formed an alliance with the Vidiians, she believes that the Cardassians will call upon the Vidiians to recapture our two guests rather than fight their own battles. I don't believe this because EVEN IF the Vidiians were to try to attack the station, they'd be spread WAAAAYYY too thin & the first wave of ships would have to get past the Telaxian patrol vessels (Not an easy task).
I suppose what we are seeking here is guidance. What should we do here? What orders do some of you have? What solutions would you suggest?
Any input in this would be appreciated.....
