Clarify something for me. I thought there were certain conditions under
which a HB can throw a forward pass.

1. The QB has to be in the shotgun.
2. The ball has to be pitched backwards to the HB.

Brees was under Center and handed off to Tomlinson, who threw it forward to
Peelle for a TD. Isn't that illegal?

No, you can throw a forward pass at any point, as long as no one else
has thrown one yet. It doesn't matter what the QB is doing at the time.

There can be only one forward pass per play. Any player can throw a pass.
The QB can throw behind him to any player and then that player can throw to
an eligible receiver, which can be the QB.

You cannot throw the ball into the ground from the shotgun formation.

Gooch, I think we're getting closer to the rule I was thinking of. The QB
can only become a receiver if the ball is snapped in the shotgun. Either a
lateral to the new passer or a direct snap. Only then can the QB become a
receiver. Right?

Are you serious?
No, I think the QB can also become a receiver if he reports to the ref that
he's doing so, after someone else has reported to the ref that they are to
be the QB for a play.

The only time a QB would have to report would be if he had an improper
jersey number. By default, he would have an NFL exemption baring the
possibility that he was a multi-position player and/or was replacing a QB.

The QB is always an eligible receiver no matter who receives the snap. You
have to have 7 men on the line and 4 in the backfield. The 4 and the 2 ends
are eligible receivers.

You are wrong. The QB does not have to report. The 4 backs and the ends
are eligible receivers.

The only reporting that is made is when a #5X #6X or a #7X is a going to
line up in the backfield or as an eligible receiver as an end. Then they
report and the other team is notified. Generally used near the goal line
for extra blocking or like the Fridge was used.

So how would this all apply to Jim Otto? Well, no one will ever again wear
00 in the NFL again.

The QB is not an eligible receiver if he takes a direct snap from Center.
Here's an excerpt from the definition of an eligible receiver:
