Just to set the record straight:

1997 is the 200th anniversary of the incorporation
of Baltimore City. The original settlement was, however,
"created" by an act of the Colonial Assembly in 1729
and the town was surveyed in 1730 (although it was a
few decades more before there was much resembling a
real town, there probably being fewer than 1,000
residents until after 1750).
