eBay has its place, and I use it regularly for purchases and sales --
but I agree that you cannot rely on eBay or its PayPal division to
save your butt if you end up purchasing garbage from a scamster.
The sad fact is that eBay knowingly permits ongoing fraud. For
instance, if you buy any unbranded flash memory-based devices (SDHC
cards, media players, thumb drives, etc.), especially from (but not
limited to) sellers in China (including Hong Kong), you have a virtual
certainty of being ripped off. This has been true for years, and eBay
and Paypal have been made aware of it often. The sellers generally
get great ratings because very few buyers know [how] to test their
merchandise before rating the transaction. (The memory devices are
generally either defective "seconds" rescued from the recycling bin,
or they are small devices fraudulently reformatted to appear to be
much bigger than they are -- so the OS reports the size provided by
the format information.)
When you go back to Paypal and make a Buyer Protection Plan claim, you
have at least three problems:
1) you have to go to extraordinary lengths to convince them that you
were ripped off;
2) you generally have to pay shipping to return the defective
merchandise to the thief;
3) you will only get reimbursed for your pre-shipping costs, and then
only if Paypal happens to have enough money in the seller's account!
If the seller has cleared his/her account (and moved on to selling
under a new id), you're SOL.
The Buyer Protection Plan is about as effective as the security
theater we experience at airports -- well, perhaps even less
effective.
The main rule at eBay remains CAVEAT EMPTOR!
If for 1 usd we can get solar cell so wht will be the quality of that
is it realiable for the usage.,
