a roof over their head. Sure, they typically can't afford on on their own,

Actually, I have, which is why I strongly suggest that people who are unable
to afford the cost of living MOVE to a location that allows them to have an
acceptable standard of living. In fact, several people I know (not all of
them struggling on the bottom of the income ladder either) have found
employment and relocated to places such as AZ, NM, TX where the economy
hasn't gone through Gray-Out-itis and housing is far more affordable. Given
that many out-of-state companies will actually pay relocation costs if you
have suitable skills, it's nobody's fault but your own if you choose to keep
your ass planted in some place where you can't afford to keep a roof over
your head...
