Unless you are one of us that are not restricted by that time frame. Many
folks who are dual eligible do not have the enrollment limitation.

I was always told if you dropped out, you had to wait until open
enrollment to reactivate the policy. Just my 1 1/2 cents worth. It
would be two cent if I knew for sure.

This is SO SO wrong.
Open enrollment for part D is Nov 15 to December 31 for EVERYONE on
Medicare. You have to have part A OR part B.
Jan 1 to Mar 31 is open enrollment for MEdicare Advantage plans, for
which you MUST be on A & B.
Enrollment in Medicare itself is depended on your disability date or
your birthdate [for those enrolling at age 65].
