I often send mail where I need to get a signature from the recipient.
When I send USPS Certified with a Return Receipt, the Letter Carriers make the
delivery but do not get a Signature. When I ask USPS for help, they tell me
"NO RECORD FOUND", "NO WAY TO TRACE IT", YOU'RE OUT OF LUCK.
When I send USPS Priority Mail with Signature Confirmation, the Letter Carriers
make the delivery but do not get a Signature and do not Record the delivery.

TO TRACE IT", then "NO RECORD FOUND", YOU'RE OUT OF LUCK.

Signature on the Return Receipt, do NOT Record the delivery nor get a Signature
and the Registered Slip gets lost between the Recipient's Post Office and the

Now I'm left with the choice between USPS Express Mail or Fedex Ground/Air.
I just want to get the d*&$ Signature of the Recipient and be able to find the
d*&$ envelope if it gets lost on the way. Which service can actually do this
for me without me having to make a million phone calls and fill out a million
forms only to be told "YOU'RE OUT OF LUCK"?

Your claims sound like bullshit to me. Even the post office gets it
right most of the time...
The experiences I am relating are over a period of a year and involve different
companies at different locations. The only common thread is that the companies
are predominantly financial in nature, e.g. insurance companies, banks,
brokerages, etc.
I am guessing that in some cases the mail comes in to a large mailroom in bins
and the delivery carrier does not wait for signatures, but instead leaves it up
to the honor of the mailroom clerks who work for the recipient company to get
signatures and return the green return receipt cards. Maybe the mailroom
clerks have been instructed to not be too diligent about this if it is
advantageous to the recipient company to be able to deny having ever received a
particular piece of correspondence. As for the Signature Confirmation pieces,
I am guessing that since the mail is not segregated like registered mail is, it
just gets delivered and since the mailroom clerks don't have any means to log
delivery and sign, they just don't bother. But I cannot understand how the
recipient's postal station can not keep a record of the delivery of registered
pieces, sending the only original records off to "CFS", whatever that stands
for. I thought registered mail was like having the piece delivered by an armed
guard.
This all really burns me because I am paying anywhere from $4 to $14 just to
get the signature and proof of delivery and I am being told "Tough Luck."
Does anyone have any recommendations how I can get the proof of delivery and
signature that I am paying to get? Are my chances any better with Express Mail
or Fedex Ground/Air? Can they actually find a piece that goes MIA or is it all
just completely hopeless?

Thanks for the additional info. My guess is that, since this mail is
being sent to large financial institutions, they rpobably get large
tubs of mail that go directly to a mailroom. With the USPS move
to machine sorted mail, most accountable mail (except for
registered mail) finds it's way into the machine sorted mail for
the carrier's route. Then, in keeping with official postal policies
of not allowing carriers to sift through the machine sorted mail,
the accountable mail is left with regular mail in the tubs and is
never written up by the carrier, nevedr signed for by the receiver
of the mail and thus you get no confirmation of the delivery.
I wish I could tell you to complain to someone at the PO who could fix
it for you but the postal management doesn't give a damn about
service to the customer. You could try complaining to your
congressperson. This may be a more effective way to deal with the
problem especially in the coming months as it is virtually certain
that the PO is going to re-organized and overseen by Congress.
Hope this is helpful and I am sorry you are getting poor service. You
should know that the vast majority of postal employees are dedicated
to providing excellent service but can not do so with the corrupted
system as it is being run today.

I didn't know there was a policy of NOT verifying every individual
piece of machine sorted mail in DPS. Maybe this is true for very,
very, large mail volumes to companies? Please reference - Thanks.
The person sending the certified accountable piece pays more for
the service - we should be able to provide the service they paid for.
I find certifieds in my DPS almost daily, and delivery confirmation
letters in DPS every once in awhile.
Please allow me to clarify my previous post. I should have said that
there is apparently an official policy of not culling out accountable
mail from large segments of DPS mail going to businesses and other
patrons who receive large amounts of mail. I believe there is such a
policy as my supervisors (and everyone else's I've talked to) have
repeatedly instructed carriers NOT to go through such large amounts of
mail to cull out accountable mail prior to delivery in order to save
time. It's part of management's attempt to save operational costs
no matter what. If you need more proof that this goes on every day all
over the country, poll some of the letter carriers in this newsgroup
and/or in your town.

I had a feeling it was Mgts. way of saving time/cost. I don't know
if that's correct policy or not. I still stand that it's a shame for the
people paying for a service that is not provided to them because
Mgt. wants to save time/cost. Heck, why don't we save a lot of
cost by not delivering ANY mail that patrons pay for...would save
a bundle! :) I don't mean this sarcastic toward you, I do realize
carriers take "short cuts" to save time/cost because of pushy Mgt.
It's just a pet peeve of mine that if someone pays for a service, they
should get it! Three times that I've recently mailed accountable/
delivery confirmation mail...I could not get a record of it because...
I don't know as I wasn't there, but I know it was not properly
accounted for to provide the service I PAID for.
