Letter Carriers Soliciting Tips?

Each year we get a card from our regular letter carrier with a note saying "Thank you for your generosity" or something along those lines. Are USPS letter carriers allowed to do this? It's not mailed to us, he just puts it into our mail one day around this time of year. Not that I don't appreciate him delivering our mail, and we get something similar from the newspaper delivery person - just wondering if USPS policy disallows this. I wouldn't turn him in or anything...
