Just a quick suggestion - if your pipe rack is as easy to take apart as
mine was, just trace the shapes. I duplicated mine pretty easily.

How did you make the lower section? Did you make a jig and use a
drill press or something else?

I assume you mean the depressions for the bowls. I've used two methods.
One is to use a Forstner bit chucked up in a drill press at an angle
to the base plate. The other way is use a large "bullnose" style bit
in a router mounted in a router table - be careful when doing this
since routers can very nicely carve your hand into small bloody
chunks as they spin at 20+ K per second.
ALWAYS wear ear and eye protection, and stand out of the "line of
fire" of the cutting tool.
I haven't built a rack, but I've seen a few simple plans that revolve
around using L shaped wood molding for the bottom rails. If you pick
something big enough, like 1 1/2" or so, the bowl will sit nicely in
the L, and then all you need is a way to prop up the stem, either with
slots on a horizontal member or possibly with holes. You could
probably also do the rack in a profile style this way, if you wanted.
The non slip material that is sold to line drawers can be very useful
for the L molding, it'll keep the pipes from moving without having to
drill or cut the piece.
All hearsay, take it for what it's worth... just stuff I've heard and
been meaning to try.
