In conjunction with the mainstream list, here is part of the animation
list(strictly non-sexual fun for those who may remember some of these long
ago). This is an edited version of the full thing, which is normally
about 50% longer. I've eliminated some entries which I have seen and know
aren't very good, ones which are extremely rare, or ones which I have
little information or episode titles for and thus may not be worth the
trouble to locate. I've seen quite a few of these and obviously retained
the highlights; additionally, I've tended to keep entries with multiple
episodes/occurences, ones easy to find, and (given the preference of most
of this newsgroup) retained as many female ones as possible. I may post
the original list later on if I feel there is sufficient interest to
merit, or e-mail me if you want more information. Additions/comments
welcome!

[1. ANIMATED FILMS]
*Disney's JUNGLE BOOK (1967 animated version):
Possibly the Mother Lode of cartoon tickles in a single film. In order,
there are four separate scenes: Mowgli is pounced upon and licked by
several wolves; Mowgli climbs up on Baloo's back while the two are
wrestling and digs into the bear's ribs with a foot, causing him to
confess his ticklishness, which Mowgli takes full advantage of; Baloo
tickles King Louie under the arms while he's holding up a pillar of a
falling temple; Shere Khan tickles Kaa the snake while inspecting if he's
eaten recently.
*RAGGEDY ANN & ANDY, THE MOVIE (1977):
At the end, a giant sea monster with a hundred tentacles tickles the crew
of an entire pirate ship, both guys and girls. A long scene while they
decide how best to solve the situation...
*Disney's SWORD IN THE STONE (1963):
Merlin and Wart, transformed into fish, swim through seaweed, giggling
that it tickles, then go back for more! Later, they are both turned into
squirrels. Wart and girl-squirrel briefly tickle Merlin while on a
lovers' chase, and Merlin gets it again shortly thereafter when a granny
squirrel flirts forcefully with him, cheek-pinching, bear-hugging, and
tummy-tickling.
*Disney's ROBIN HOOD (1973):
Prince John's toes get tickled by Sir Hiss, who's sleeping at the foot of
John's bed, his tongue flickering in and out.
*Disney's ALICE IN WONDERLAND (1951):
Alice is tickled on her ribs by a crazy flamingo at the Red Queen's
hedgehog croquet game.
[2. DISNEY TV SERIES/SHORTS, notable animation; deserves own category]

he surrenders his crown.

Rat Thing," "To Catch a Thief" "The Vapor Chase" "The Love Bug" "Forget Me
Lots," "Love At First Sprite."

Old Warner Bros toonage. Crazed pioneer Sloppy Moe reveals the secret
weakness (take a guess what it is!) of frontier terror Injun Joe while

hysterical Joe rolling off a cliff, and Moe gets in a quick crack at
Porky, too.

the butler to get inside.

under the arm with his brush; she giggles and then irritably smacks him
with the pot.
*POPEYE:
--the episode where Olive gets tied up by pirate ghosts and milk is poured
on her soles, followed by cats licking her feet.
--Also, Olive is running away from Bluto, and gets caught suspended from a
beam by one foot, which Bluto then tickles unmercifully.
--Bluto gets his comeuppance, however, in another where he falls into a
cage with a hyena with one foot sticking through the bars. With Popeye's
help, he and the hyena have a laugh fest!

a villainous machine while he tries to stop her. She manages to get him
bound onto a table, pulls off his shoes, and starts up a small arm with a
white feather whisking across his soles, cackling, "Here's something to
tickle you over!"

[6. SYNDICATED TV SHOWS, shows designed for weekly or daily syndication,
plus some miscellaneous hard-to-place entries]
*TEENAGE MUTANT NINJA TURTLES: [USA Network]
Three different episodes featuring everybody's favorite villain, Don 'The
Tickler' Tortelli:
--In one, "The Hot Kimono", April O'Neal and her whiny partner Vernon are
subjected to Tortelli's ministrations. (Tortelli gives up on April all too
soon, though, claiming that she's too strong... but HEY! Why doesn't he
take it as a challenge?!)
--"Berne's Blues" features April's boss and Vernon being run through the
gamut throughout the entire show, from one set of villains to Tortelli,
then abducted by aliens who apparently communicate through tickling.
Unfortunately, the actual tickling is shown the first time, but only
implied the next two times.

[7. JAPANESE ANIMATION, some may not be easy to find]
*URUSEI YATSURA Original Animation Video, "Only You":
Possibly the LONGEST tickle-torture scene ever animated, Ataru Moroboshi
is manacled with his hands up and feet bare while a member of the Tomobiki
Torture Club savages his foot with what looks like a shaving brush. There
are two versions; the original Japanese-language edition, and a subtitled
version in which the tickle scene is drawn out and explained better.
*KEKKO KAMEN VOL.1
A cute girl is stripped of most of her clothing (well, to her bra and
panties), and suspended in the air by metallic arms above a bed (you kind
of have to see the scene). Then the arms proceed to tickle her all over,
while she laughs nicely.
*KIKI'S DELIVERY SERVICE:
Young lass sleeping in a hayloft on a train gets a foot trapped in the
straw from which cows are munching. One gives her foot a few good licks.
Great giggles!
*KIMAGURE ORANGE ROAD:
[Vol ?] Shape-shifting Akane morphs into the form of Kyosuke to encourage
his relationship with Hikaru. "He" gives Hikaru a suntan-oil massage,
purposely tickling her in the process. The real Kyosuke and Madoka are
upset by the charade, especially since Hikaru enjoys it so much...
*TENCHI MUYO:
Second Ryo-oki OAV episode? Ryoko is captured in inviso-bounds and
tickle-tortured by Princess Aeka for information regarding her brother
Yosho.
*MY NEIGHBO TOTORO:
Supposedly laughter can drive off evil spirits, and the father tries to
demostrate that for his two daughters. The younger one doesn't believe
his theory, so her sister has to 'encourage' a little giggling in the
bathtub (but DON'T get the wrong idea)...
A fairly short scene appears in an episode of Rocko's Modern Life, which is broadcast weekdays on the Nickelodeon cable network.
Ed Bighead is recruited to play golf against the Conglom-O president, and as he is given his task by Mr. NoWay, NoWay begins by
stating "Tickle my foot Bighead, I'm feeling a little blue."
Kinda dumb, as there's no reaction; he just keeps talking, but hey; it's worth recording for posterity.
