We contacted 25 process servers in 5 major cities in the United
States and asked each of them what their costs were to serve a
Subpoena Duces Tecum to an individual who lived within 50 miles
of their city, with only a name and a telephone number to ID
who we wanted service effected upon. These are the results of
that unofficial cost study.

The lowest figure for Regular Service was $45.00.
The highest figure for Regular Service was $90.00.

The lowest figure for finding the Servee based on telephone
number and name was $20.00 and the highest was $45.00

The average figure for Service only was $68.50
The average figure for ID Verify based on name and phone
number was $35.00.

The highest cost for both services together was $150.00
The lowest cost for both services together was $60.00

The average cost for both services together was $100.50

So, we now know that there are not only reasonably priced
Process Servers in most major metro areas, but that they
can easily find people for low cost, and with only an name
and a phone number.

Guess this is what Judge Kelly meant when he said that "the
Plaintiff has made no effort whatsoever to attempt to secure,
in accordance with the applicable law and procedure, the
information he seeks" and that "the Plaintiff summarily
dismisses the subpoena process as ineffective because there
are uncertainties about receiving the precise information he
seeks from the ISPs, and because he may be exposed to
additional financial responsibilities in defending against
proceedings to quash the subpoenas. Plaintiff is correct to
the extent that such risks and responsibilities may befall
Plaintiff, however, they are customary when pursuing Federal
Court Litigation of the magnitude contemplated by Plaintiff.
Furthermore, this Court is neither inclined nor authorized
to do for the plaintiff what he himself has failed to
effectuate."

Maybe that explains it...
