In other words, LIE. I thought Ray was honest when he deals with women.

This isn't as effective as you'd think. Most of the time, she will say
"Oh, ok." and then go on to pursue other men. Remember, she can get
whoever she wants. (Or thinks so.) By rejecting her, she may decide to
look elsewhere.
But if you're an expert at one-and-done, it won't sting, because you won't
think about her.
The problem is, usually it does sting, because you *do* think about her,
and you wonder while waiting for her to return (if she does) if you did
the right thing.
The time to reject someone is:
1) when they've demonstrated that they are not someone you would be
interested in.
2) when they would miss your presence, and therefore seek it out again.
This requires that you create goodwill and rapport with her, so that when
you ignore her, she searches for you.
It also requires that you be honest and congruent -- rejecting her because
she doesn't meet your criteria for companionship. Rejecting her solely as
a method to get her to chase you isn't effective.
Ray's idea that the best way to get women is to reject them all is
fundamentally flawed in that you have to accept some women in order to
have their companionship.
Neither am I advocating that you accept all women, because that's flawed
too. We are all selective. On a basic level, we can't marry everybody, so
we have criteria for choosing people we want to be with.
I usually say, "It's a nice pic." without commenting on her. That allows
you to remain honest, yet not openly drool like many people do online.
Sometimes I'll go overboard the other way and comment about how attractive
she is, and over do it to the point where she is laughing hysterically.
Then I can amplify the link of the laughter and good feelings to me.
