Ogallala Aquifer and the Keystone XL pipeline, Insurance scam or Criminal Incompetence ?

Dear Secretary Napolitano and Teams :

Some things about the Keystone XL project smell like rotten eggs, and
if things go bad, they will blame you and your teams among others, so
why not make sure the incompetents don't have a say in it :

Keystone XL pipeline :

a ) Pipe thickness? standard or heavy duty ? single or double with
insulation ?

b ) regular weld or weld and steel harness?

c ) firewall ? or just earth,mud and rocks around ?

d ) solid firewall w/ concrete box ? steel plates ? heavy duty rubber
encasing ?

e ) valves ? manual valves for local Fire Dpt. and emergency closing ?
remote electronic ? who controls them ?

there cannot be any links between the valve's control and Insurance
Companies and insured assets, remember the Millennium High Pressure
Gas Pipeline in New York City in 2000-01 that went in front of these
highly insured townhouses and buildings ( hey, Bronfman ,Singer and
Rosenfelt , etal, how you all doing ? ) in the East Village, and when
Gov. Pataki , Mayor Giuliani , the FDNY and NYC Police found out it
didn't have any local manual valves or solid box-firewall to withstand
heavy traffic , and because it was just 1 foot below asphalt in the
middle of a heavy traffic street surrounded by wood and brick
brownstones, they close it down , thank God ! : they had build one
insurance-human grill to hell , the criminals !

f ) WHY INSTALL THIS MASSIVE PIPE SYSTEM ON TOP OF ONE OF THE BIGGEST
AND MOST IMPORTANT FRESH WATER AQUIFERS IN AMERICA AND THE WORLD , THE
OGALLALA AQUIFER ? are they dumb ? criminal ? or both ? AND WHY NOT
AWAY FROM IT ? why have this argument ? is this intentional ?

g ) since this project will cost 7.5 billion dollars and will generate
125 billion dollars in profits over 30 years, how much do participants
will put in escrow account for fluids spills and any accident's
immediate response ? nothing ?

Dear Secretary Napolitano and team, the devil is in the details, good
luck with the incompetence and corruption of some in Congress and D.C.
on this issue
