The laws on disclosure are inadequate to stop computer hackers and
companies such as HP TippingPoint publishing attack code to the public
domain.

When is the law going to be changed or is everyone waiting for the big
one before changing the law?

Protect national security now and get the law changed, before a
disclosure causes a major cyber terrorist attack.

Whose national security are we talking about? Besides laws in one
country have no effect in another. So they just publish the information
in the free world.
