Help - Kymco People 50 mixture WAY rich & can't adjust

My scooter was running more-or-less okay, but apparently too rich -
performance kind of poor and guzzling gas. After the engine had been
running a few minutes then turned off, I would sometimes notice gas
dripping from the air filter opening. In trying to adjust idle
settings I followed a tip on alt.scooter - turned up the throttle
screw on the carb to get a higher idle speed, so I could then listen
to how the engine reacted as I turned the air screw. However, once
the idle got to a higher speed the engine choked and died. Now no
changes to the air or throttle screws have any perceivable effect. I
can get the engine to start, but only by giving it extra throttle
when hitting the starter. If I then try to let up on the throttle the
engine dies - it's impossible to get it to idle at ANY setting of the
carb screws. On examining the spark plug and cyclinder, everything is
fouled with black oily deposits. Replacing the spark plug has no
effect. I've tried disconnecting the choke wires to see if that makes
a difference - it doesn't. I'm desperate to find a solution here -
everything I've tried just seems to have no effect or makes things
worse....?

sounds like a carb problem for sure......take that baby off there,
open it up, check the needle that goes into the main jet.....hell
check everything....

It seems your diagnosis is right on: rich. Was it running like that when
you bought it? Is it under warranty?

If you want to do further PD, let's start with your choke (auto by-starter).
This is a heated element, which when cold leaves the fuel enrichment port
open for cold starting. As the electric element heats up, a plunger extends
to close this fuel port in the carb. So by disconnecting the choke wires,
you were keeping the starter fuel open for richness. If you want to check
this, take the auto bystarter out of the carb, still wired, and while cold,
and see if the plunger-needle extends a few mm after a few minutes of
idling. Also, the top of it's black plastic case should warm up to the
touch. You may need to stick a toothpick down into where the choke unit was
in order to idle.

Are things clean inside your air box on the clean side of the filter? All
the way to the carb? If there is any sign of dirt, then an air port may
have gotten clogged... looking into the mouth of the carb (inlet side),
there should be one or two small tunnels open towards you about the diameter
of a pipe cleaner. You may want to just clean your carb anyway, spraying
carb cleaner through all jets and ports, making sure the spray goes all the
way through.

Hey guys - thanks for the good suggestions. I did have the carb apart,
and it looked super-clean - though I did clean it again, just in
case...! The scooter was running more or less okay at the time, both
before and after I cleaned the carb, just a little on the rich side -
now I can't even get it to idle at all, it appears to flood the moment
I let go of the throttle. Does this sound like a choke problem to you?
My local service guy also suggested the oil pump as a possible source
of problems...

Nick....did you check the bystarter as Kurt suggested? It's just like
a choke.You ever pull the choke on an idling bike? It'll die,9 times
outta 10. Ha! If it's not that,you need to look for a leaky needle
valve(which I think is probably the culprit).But if the float is
defective or leaked full of gas,the needle valve won't seat either. If
the needle valve doesn't seat,the float bowl fills up and
over,resulting in a lot of excess gas being pulled into an idling
engine which can't handle it and it dies. I believe you have this
problem. So check these things out. don-ohio (:^)

My kymco people 50 scooter crank it it idled wide open is a way choke is hung
