I'm sorry, You misunderstood me (I'm from Denmark, my english is very bad).
As far as I remember the Center itself is a black hole. No life-2 can live
here.
What I'm talk'ing about, is the NETWORK-syntax:
Our star, the sun, is about 30.000 light-years away from the Center. If You
look up, You can see the Milky-Way. If You are look'ing into the Center, You
can register, that there are more stars in this direction than elsewhere.
Life-2 can be everywhere, but mostly You meet "people" at town (30.000 -
5.000 light-years).
Therefore my suggest is this (file 0407 ... file 0414) :

I have heard, that there was a signal around this position (in 1973 - ?) for
about 23 seconds. I think, it was a *Please - "HANG ON"*-signal.

The Practical way:
------------------
To send out such a message can be done possible by using a parabolic
reflector (in space), when it is turns around (circumvolve) the Galactic
Northpol. Message will then be send to all "members" on the Galactic
Latitude 2 (perhaps5)°N to 2 (perhaps 5)°S.
  Each circumvolve-frekvency must be lower than (an example:) 24hour minus
bit=255 (2h08s) minus Phi (31s416) = 21h51m.
  Start position can be Galactic Langitude 180°  (low "members")
  Stop position will then be Gal.Lang. 179,999° or 180,001°
  Wait-time (synkroniserüng 0-2h09m).
  "Customers" around Gal.latitude 180° will get a dobble-signal
(1,1,2,2,3,3,4,4 ...), but they will soon find out the answer to this
problem.
  If we have more than óne parabolic reflector (in space), we can use one to
the area around Galactic Latitude +2 to -2, another +4 to +2 and-so-on. This
will also give some "customers" (around +1,9 to +2,1) dobble-signal.
  The 3-impulse (position 0,1 and Phi) can be done practical possible by
using 3 stationary radio-transmitters inside the reflector (maybe we have to
chance the time a little, 31s416).

sizes and tuning for instance.

I'm sorry - You misunderstood me.
Drake was list'ing to M31 in the 1970-
The point is this:
If only óne Life-2 is reality inside M31 the delay time is only 2,2 million
years. If they got contact with someone from our Galaxy, they will also be
inable to tell us about it (include their address). Then we can call them up
on the local-"phone".

What function does not change under differentiation? That is, what is f

In a vacuum, photons travel at the speed of light. However, the space
between the stars and galaxies is not empty, so photons there travel a
little slower than the vacuum speed of light.
Here is a definition of Refractive Index found by Google:
"The absolute refractive index of a medium is the ratio of the speed of
electromagnetic radiation in free space to the speed of that radiation
in that medium. As the refractive index varies with wavelength, the
wavelength should be specified."
So the local speed of light, or the speed at which photons travel,
depends on the refractive index of the medium and the wavelength of the
photon.
Typical glass has an R.I. of around 1.5, so light travels at about
200,000 km/sec in glass.
Note that it is possible to accelerate electrons or other particles so
that they are travelling faster than the local speed of light, and this
gives rise to Cherenkov Radiation if they are charged.

But there are so many other interesting numbers too. You would have to
continuously monitor a very wide frequency band to pick up co-ordinated
signals. And because the local speed of light varies with frequency, a
pulse sent at the same time at two frequencies will arrive at different
times. How would you know that the two pulses are connected when
received?

Consider a photon or several for a pulse travelling through the
interstellar medium, atoms and molecules with varying characteristics
like density and velocity. Photons could be absorbed (attenuation),
bounce off in a different direction (dispersion), take slightly
different paths (smearing), arrive at different times (local speed of
light) etc. A radio dish suitable for sending and/or receiving at
1.420GHz is unlikely to work well at three times or one third of that
frequency (Pi or e).

The frequency number is purely dependent on our definition of a second.
Ratios are still the same if aliens use a different unit time, but
addition of a number like 1 or Pi to a frequency does not compute to the
same value for sender and receiver using different unit times.
All in all, listening at a small frequency range to extract a signal is
best, like seti@home does. But of course different SETI projects may
listen at different frequencies. It is not until we get an intelligent
signal at one frequency that it is worth looking at that source at other
very different frequencies.

All in all, listening at a small frequency range to extract a signal is
best, like seti@home does. But of course different SETI projects may
listen at different frequencies. It is not until we get an intelligent
signal at one frequency that it is worth looking at that source at other
very different frequencies.
