Maybe inject a salt-dome with alternating layers of conductive and
insulative semi-solids and hardeners, and stick a lightning-rod on top?
(the insulator could be that thick black crap left over after they've
sucked everything useful out of petroleum, which is wot they use in
asphalt and on roofs.)
