Where to buy SmartCards for russian HTB (NTV? (REPOST)

Hi,

where can I buy the SmartCard for the russian Pay-TV HTB (NTV over Hot
Bird)? I would prefer a source in Germany, but also somewhere else in
the EU.

It seems to me, it is still no pay-TV, but they want to make it as
pay-TV.
