I am after a card based satellite receiver than can receive all or
most of the belgium state tv channels, via satellite. Can anybody tell
me how I buy one, outside of belgium please.

You should contact this Belgium company. All you need is a Belgium
address (or perghaps one in G.D de Luxembourg) and you can get a card.

Their Basic Light package carries 22 channels including the these RTBF
channels and costs 11 euros monthly.

There is an add on option called TV Vlaanderen for 7.95 euros monthly,
but one has to take at least the Basic package (50 channels for 15 euros)

Note that the Basic package comes with Flemish channels een Canvas Ketnet.
You do not need a particular transceiver,. just one with a CI slot that
