Activating TomTom 3 Maps of Western Europe

I am having difficulty getting Maps of Western Europe activated

I installed the "west" section of the French Map (off Maps of Western
Europe) When I came to use the map for the first time it asked me to obtain
an activation code. From ttcode.com I firstly entered the product code and I
then received a message

"Note: this product has already been activated. If your device code is XYZ
(which it was) then click here"

I clicked and received this message

"Step 3.

You can now activate TomTom Navigator Great Britain by entering the
activation code ABC on your handheld device.

Although I was activating Maps of Western Europe I used the code any way. On
the TomTom software I got the message

"The program is now activated"

I clicked OK and the received the message

"The TomTom code is not valid for West"

Am I doing something wrong here? Any help appreciated.

I have maps of Great Britain and Major Roads of Europe also installed on my
PDA in the same location and they worked fine without any manual activation?
