msrmaps.com Going Down? No, It's UP! No, It's Down... What?

I use msrmaps.com to serve map and photo data for a program called
USAPhotoMaps on a PC which I connected to a GPS to get a moving map
display. Some time ago msrmaps.com posted that they were going down
as of May 1, 2012. They did go away, but they came back!

We put together a project to download as much of the data as possible
and managed to get over 2 TB of data which is the full set of data
useful in USAPhotoMaps. Now they seem to be not going away. I don't
get it.

Anyone know what the devil is going on with these guys?

I have also noticed this "anomaly". Today (December 9, 2012) I was
downloading maps using USA Photo Maps v2.79, and was downloading the DFW
area. I got quite a bit of data saved to my PC, but after a couple of
hours, it was unable to connect again. Seems like they have the server up
at certain times of the day (or as needed by whoever, whenever).

You happen to know at what times of the day it is up and running and/or
down/offline?
