How fast can you download without eating into your allowance?

Does anyone know how fast you can download and have that "balanced" by how
fast your allowance recovers. I have a speed-limited FTP client and I've
been testing a bit and if I limit it to 5K/sec [and I can/have verified
that the speed is right], my allowance slowly goes down. I changed it to
4K/sec and still my allowance goes down. Can it really be that the "steady
state" speed of a 7000S is something like 33.6? [worse??]
