For those that care:

My brother told me that Lowe's will exchange empty, non-OPD 20# tanks
for $19 and the replacements are filled. You may be able to get a
brand new tank in exchange because sometimes they pull full tanks to
give away with new grills they sell, and then they send the brand new
tanks to be filled and used for exchanges.

Anyway, while visiting Menards today, I asked them about their
exchange. Same deal with them but it's only $16.49 for a full OPD tank
in exchange for the non-OPD empty.

Around here (Elkhart, IN) the cost of filling a 20# tank with propane
was $9.49 last time I checked so $16.49 is a heck of a deal. I checked
on replacing the valves myself as I used to work in my family's Blue
Flame gas business and did them all the time, but the costs of the
valves were more than this exchange rate.

The Lowe's in Rocklin, CA has the same program. However, their sign says "with
like valve only".

I asked my brother about this for sure and it was posted on the tank
container outside and he exchange one of them. Maybe you could ask why
the Goshen, IN Lowe's exchanges them but they don't?

The Home Depot near me says the same thing, but the lot apes don't pay much
attention. That's how I got rid of my last non-OPD tank.
