It's not, since the calendar starts with year 1. Thus 2011 is the
beginning of the next decade.

If we spoke of "the 201st decade" the way we speak of "the 21st century"
or "the third millennium", then, granted, 2009 wouldnt be the end of it,
2010 would.

But we dont. We speak of "the noughties", and that clearly means
"2000..2009".

Theres an old Channel 4 program where sombody did the _Bubble Rap_. It
was a bit like a Weird Al parody, but not as well done - though nowhere

You mean scammers should have to declare that theyre scammers?

I was thinking more along the lines of a tip line where you could report
dodgy stuff and if they got enough reports about a specific person or
company then someone would take a look at them.

That would have to be funded by someone, though. Whereas the costs of
fraud are borne by the victim.

I have seen ads for investments in casks of whisky (pretty sure that
was what it was) with an honest misclaimer at the foot explaining
about its unregulatedness. Not saying thats a scam investment of
