Romance to me is the expression of love.

Gosh, romantic could be anything. If it's obviously an
expression of love, it's romantic to me. My husband once bought
me a Jeopardy calendar and I thought it was (somewhat) romantic
because he knew I loved Jeopardy and he wanted to give me
something I liked to express his love. I think that was probably
the least romantic gift he ever gave me because it was the most
practical and the least personal.
So I guess another requirement is that it's not too practical
and that it's personal.
