It doesn't. The design wasn't bad, just old and badly sited. The
earthquake cracked the containment then the tsunami knocked out the power
preventing any immediate emergency response. The radiation levels in Japan
will cause some deaths, in relative terms insignificant compared to the
tsunami. Outside Japan, no effect at all in health terms.
