Perhaps it was incomplete staff work, or a half-done (Dev-T).

Which policy, Enzo? The one that says SPs were holding down stats? Or the
one that says DBs don't see *what is*? Did you apply HCO PL Orders, Query Of?
Or were you simply pretending to comply when you submitted the incomplete
CSW? Perhaps you went through the motions so as not to be perceived as
batting back motion or simply non-complying outright?
