I added links to the discussion of the source
of the Brain Washing Manual, 1955.
Cleaned up a few more types.
Added the 1968 publishing date of
Introduction to Scientology Ethics and
Hubbard redefinition of ethics.

"All that ethics is for - the totality
of its reason and existance and operation -

simultaneously as a two part article in Astounding Science Fiction
and as a full book.

[Here we can see at this early date Hubbard's dividing people
into two groups, scientologically processed people and lessor
persons who do not deserve civil rights. Later he would redefine
ethics to mean that which furthers Scientology's expansion
and define those who hinder that as unethical, as "Suppressive
Persons" or "Groups". SPs were labelled later as "Fair Game", without
rights. Here in the chapter "Judicial Ethics" we see the attitude
that has been the basis of fair game and similar policies of
Scientology were with Scientology from the beginning.]

tapes. It has been through several editions, and is required
reading in some basic Scientology courses.

[Here Hubbard redefines ethics in a startling and

Chapter 4 Scientology and Dianetics

"An incident which occured at the Toronto Organization in 1967
serves to illustrate how members are disciplined. Internal dissention
between two executives, both trained at Saint Hill. lead to one
charging the other with "high crimes against Scientology" and declaring
him a Suppressive person. Although the accused executive appealed to
Saint Hill for restitition, the appeal was rejected. A bulletin
labelled "The Fair Game Law"(issued by Hubbard) was posted on the
Toronto centre bulletin board for a few months.
It informed all Scientologists that any actions that they took that
otherwise might be offensive against Scientology standards, would
not so be considered when directed at SPs; these people were to be
regarded as "fair game" for any sort of attack.

Op Freakout Main Planning Document

This document was seized in the July 1977 FBI raid on Scientology
head quarters.

"MAJOR TARGET: To get P.C. (Paulette Cooper) incarcerated in a
mental institute or jail, or at least hit her so hard she drops
her attacks."

"I'm going to kill you basterds. I am going to bomb you.
Kissinger is a traitor. I am going to bomb him to."

[A GO document that describes how to frame Paulette Cooper for a
bomb threat, which plan was in fact carried out. There are at least
6 known Freak out documents. All are widely webbed in fascimile
form JPG) and as transcripts. Perhaps the most infamous fair game
operation from Scientology. This document lists 4 "channels",
that is, plans.
1. Call in bomb threats using somebody sounding like Cooper
to Arab Embassies.
2. Creating written bomb threats and mailing them to frame Cooper.
3. Having an agent impersonating Cooper make bomb threats at a
laundry mat so it is called in to police.
4. Having an agent calling the FBI after 3. to make sure it
is investigated.]

[Actually the claim that it was "susceptible to abuse" would have come
from Hubbard's HCOPL 22 Dec 80. The 3 Feb 68 code of reform offers
no reasons for cancellation, nor does HCOPL 7 Mar 69 except to say
"..it seems that new policies evolved have ended in reform for severe
internal discipline systems". However, Scientology here ignores the
fact that Scientology argued in court that "fair game" was
Constitutionally protected religous behavior under the 1st amendment
in the Wollersheim case, Christofferson-Titchbourne cases and others
well past 1968. Plus the fact the "fair game law" HCOPL of 7 Mar
1965 was still being promulgated in such Scientology books as
"Modern Management Technology Defined" published as late as 1986.

Thanks, slowly but surely the truth comes
out.

I remember many years ago Kobrin lying here
as per Space Traveler that Fair Game had been
offically withdrawn as policy in 1968.
The GO hat packs seized in the FBI Snow White raids
tell us a different tale. The real policy, fair game
was still in force, just in secret.

And this also proves they will lie about true
policies.

A few bits of additional info:

'The 'Hoaxers' by Morris Kominsky, published in 1970, contains a
chapter on the Brainwashing Manual titled, 'The Great Crusade: The
Psychopolitics Hoax'. Kominsky was aware of the mysterious "Charles
Stickley" Editorial Note in some versions of the Brainwashing Manual,
but was mainly concerned with Kenneth Goff, and his version.

Goff was, after all, tangible and present, and actively promoting "his"
'Brainwashing, A Synthesis of the Russian Textbook on Psychopolitics',
and "Stickley" was phantasmal and absent.

Kominsky describes, at length, a confrontation with Goff (p.547) which
is quite entertaining to read. "On May 12, 1964, the Rev. Kenneth Goff
held one of his rallies at the Embassy Auditorium in Los Angeles..."
Etc. Much to Goff's annoyance, Kominsky inquires regarding the
mysterious "Charles Stickley," and the belief of some that "Stickley,"
not Goff, was the source of the Manual. (One minor point of correction
re. the 'Synthesis of the Romantic Dystopia on Psychopolitics' - Goff
was alive during the 1950s and 60s.)

"The Hoaxers', unfortunately, omits mention of Ron Hubbard, and
Kominsky was unaware of Hubbard's 1955 writings on the subject of the
Brainwashing Manual. Nonetheless, 'The Hoaxers' is a text worth
reading.

Hubbard was a very sneaky fellow, as his alter-ego, Scientology,
carries along that characteristic. The endless pathetic postings by
Scientologists attempting to manipulate with this or that "gimmick" or
"angle" are, themselves, a kind of topic to be studied.

Apparently few facts seem to be hard here.

We do know from one long time Scientologist here,
that Hubbard was in fact passing this book
out in 1955 and making a big deal about it.
He seemed to hint he had written it. But being a liar,
he may well have just plagarized much of it anyway.

The point is, Hubbard was using it to portray
brainwashing as a big plot only Scientology had
much expertise on. I suspect that this is Hubbard,
no matter the original source, Hubbard or Goff or
somebody else.

No, they don't. They really can't because they told everybody they cancelled
the PL.

They just tell people they are sticking up for themselves, that they are
answering the "attacks" , that they are being "attacked", that it's like
Nazis, etc.

Another thing they do is tell members less than half or even a fourth of it.

They'll tell people they went to court cuz they were "attacked by SPs" but
they won't tell anyone that they hired PIs to harass, etc.

There's the blood sex crimes PL that says to dig up stuff on the people
(going through their background, etc) who are "attacking" Scn .

They call it "getting the person's crimes and withholds" , "fighting black
PR" and also "Dead agenting".

Dead agenting actually means countering lies with the truth. But it has come
to mean harassing and slandering the critics themselves.

There is a lengthy checklist that OSA uses to get the goods on people. It
reminds me of skiptracing in collections and asset finding in collections as
a prelude to filing a lawsuit.

A fair start.

The big issue is, due to the attention of investigations
in New Zealand, Australia and England, Hubbard was forced
to publicall disavow fair game, but only by 1969/70.
Publically. Not 1968 mealy mouthed disavowles.

The 1977 raids by the FBI show us the GO hat packes
where the fair game policies were "star rated" items.

Fair game was very much official policy, but now hidden.
But acted on. Cooper and Cazares are examples of fair game
targets by GO based on oficial policy.

This is the heart of it.

Other policies were set up to give Scientology an
atmosphere of paranoia and dehumanization of SPs
and critics. Fair game acts came about from these without
the participants having read these fair game policies or knowing
about them. Even though as we see from the GO hat packs,
it was policy and that set up from the top with Mary Sue
Hubbard running GO with Hubbard's approval.

Today, it goes on, but it is not known by that name.
But it is still the dirty tricks fair game has always been.

Today they call it attacks on critics. They don't see it
as Fair Game. Of course when Miscavige's goons hire PIs to attack
and harrass, they know.

Moxon who did this for years was one of the Snow White GO
scum trained on these hat packs. He hires the PIs.

He did the hat pack. He star rated, memorized the
Fair Game policies.
