What is the CriminonT Program A weekly article describing the Criminon
programs that are available to be done by any offender in any setting,
location or facility. This week is the second part of a two part
series on the massive prison complex called Corcoran.

CORCORAN STATE PRISON (Part 2 of 2)

Corcoran inmate, Ron Higgins, has written a proposal to establish a
classroom in the prison, where he and his eight assistants, all
Criminon graduates, will supervise the full program, including courses
in Handling Drugs, Learning Improvement, Communication Tools, Personal
Integrity, etc. The space for the project has been selected and the
Corcoran Education Department is currently reviewing the materials.
Subsequently it will be submitted to other prison officials and the
warden for acceptance. If approved, it will be the first time in the
U.S. that inmates themselves administer a classroom for Criminon.

From another institution in California, Salinas Valley State Prison, a
Criminon student wrote, "I'd very much like to spearhead as an inmate,
the introduction of your program here. This program is right on the
money. I am a first termer, and I'd like to leave this environment
better off than when I entered it." After showing the program to
prison officials, he received a memo from a supervisor in the prison's
education department, which stated, "I have investigated the Criminon
program. I agree with their mission and will publicize their
correspondence courses on our TV message center. This would be a
valuable course for any of our inmates to take. Thank you for bringing
it to our attention and please continue to recommend it to inmates in
the yard."

This is a dawn of a new era for Criminon, with inmates taking
responsibility for helping others so that they, too, can experience
the life-changing wins to be had from the courses. The rehabilitation
of the inmates is directly attributable to the power, simplicity and
common sense of the material they have studied, the many virtues they
have practiced, and the dedicated Criminon correspondence course
supervisors who have guided them through their courses to the
achievement of such positive results.

With programs like these we are reversing the downward spiral that
society as a whole is taking as seen with the climbing rates of
criminality as can be seen in your community and in the newspapers.
These are very sad but real situations in society. Only one type of
program has any chance to arrest this steady climb of criminality-
Criminon!

Ithought I should let you know that FOX network did a feature
documenting my progress painting a portrait from beginning through the
unveiling (which was a true-to-life surprise for the clients as it
always is). It's about 5 minutes long and is scheduled to be shown the
night before Thanksgiving, Wednesday, November 21st, on the 10pm news
on Channel 13 in Clearwater. After it airs here it will be picked up
by other FOX network stations around the USA. It should be good as the
interviewer is a genuinely wonderful person and we had a lot of fun. I
also enjoyed the photographer composing his shots of me—usually I am
the one fussing over my subjects, you know—but this time I got to see
some one else perfecting his composition and he went throught a lot of
the same things that I do.

HELP DEFEAT MENTAL HEALTH PARITY RIGHT NOW!!!

UPDATE: URGENT! The mental health parity amendment (2020) is being
debated right now in a joint House and Senate Conference Committee and
they will vote on whether to include the parity amendment in the final
version of the appropriations bill in the next few days. Then the bill
will be sent to the President for signing.

We need to deluge Congress with emails and phone calls telling them to
vote "NO" on the Mental Health Parity Amendment 2020 to the Labor
Health and Human Services and Education Appropriations Bill (HR 3061).

Parity advocates are rallying all their forces to urge Congress to
make full mental health parity the law. Per the Congressional Budget
Report this amendment will put $23 billion more into the hands of
psychiatrists. Don't let that happen!!!

Only about 30 members of Congress are on the Conference Committee, but
other members of Congress, especially the leadership of the House and
Senate and the President, will have great influence over the
Conference Committee members. They will be letting the Conference
Committee know what the citizens in their states and in the country
want to happen with mental health parity. That means you, your
friends, family members, work colleagues, etc. Get all of them to
email and call Congress now.

These Congressmen read their local newspapers, keep in touch with
their local offices to find out what their constituents want, and
listen to local opinion leaders, businessmen and political office
holders. Read on to see what else you can do to help defeat mental
health parity now!!!

These are the things you need to do:

1. E-mail and call daily for the next few days (or until the amendment
is defeated)

E-mail and call the list of Congressmen below (which are the members
of the Conference Committee and the House and Senate Leadership). Plus
email and call President Bush and the local offices of your own
Representative and two Senators in Congress.

2. Write letters to the editors of your local papers

Right away as time is short, and based on the messages above, or your
own message, get letters and editorials to your local papers. Also
contact the editorial boards of your local papers and make an
appointment to meet with them right away. They can express the opinion
of the newspaper and come out against parity in the Editorial Pages of
the paper. When you meet with them make your points on why parity
should not be passed now or ever.

3. Call or meet with local business owners, insurance companies,
clergymen, law enforcement, community leaders and elected officials
and get them active right now on this issue.

Educate business owners, insurance company executives, clergymen,
etc., letting them know why parity should not be passed. Get them to
contact their Senators and Representative and convince them to vote
down parity.

The following messages are recommended, (to be put in your own words):

Calls - make it very short and to the point - such as:

I urge the [Representative or Senator] to make it known to the
Labor-HHS (Health & Human Services) Appropriations conferees that the
Senate's mental health parity amendment (S. 2020) puts too great a
load on an already overburdened economy and should be taken out of the
Appropriations bill. We don't want parity.

Emails - make it very short and to the point:

Addressing the President:

Dear Mr. President,

I wish to make my voice heard against the mental health parity
amendment now before the Labor, Health and Human Services and
Education Appropriations Conference Committee. Please let the
Conference Committee members know that we do not need or want any
mandated insurance cost increases.

Addressing members of the Labor, Health and Human Services and
Education Appropriations Conference Committee.

Dear Senator/Representative (NAME):

I want to make my opposition to the mental health parity amendment
known to you. You will soon be deciding on whether or not to include
the mental health parity amendment as part of the Labor, Health and
Human Services and Education Appropriations Bill to be sent to the
President for signing. This is intrusive and costly legislation. I
don't want to be told what insurance I have to pay for. The insurance
coverage I have is between me, my employer and the insurance company.
The Federal government should not be mandating mental health
insurance.

Addressing other members of congress:

Dear Senator/Representative (NAME):

Soon your colleagues will be deciding on whether or not to include the

Suggested messages are:

a. I don't want any increased costs for our businesses or employees
because of mental health. I don't want to pay for more mental health
coverage, mine or anyone else's,

b. I am opposed to any mental health parity, especially a bill that
does not have the 1% cap on increases in premium costs. The government
can't afford to pay for this amendment and yet they are trying to
force businesses to cover it with 23 billion dollars in the next 10
years

c. This amendment would cost businesses and employees 23 billion
dollars over a 10 year period. Some of us can't afford to pay for
health insurance now. I don't want to give the mental health industry
a blank check to cover their so-called "disorders" in the Diagnostic
and Statistical Manual of Mental Disorders (DSM) like "Caffeine
Related Disorder", "Mathematics Disorder" and "Disorder of Written
Expression." These are not "parity" diagnoses. They don't meet medical
or scientific proof as physical illnesses do. I just want my insurance
to cover me when I get hurt or physically sick.

d. Covering all these "mental illnesses" nobody can really define will
make premiums go up, as they have in the past, and health insurance is
too expensive now

e. Do not saddle the nation's companies with yet another financial
burden during these times of terrorist threats, economic upheaval or
even recovery from it.

Call and e- mail President Bush and the Senators and Representatives
listed below. Tell them to vote NO on Amendment 2020 (mental health
parity).
