$1,000 a Day Fine Imposed for Mobile Home Park with Toxic Tap Water

Residents of an Indio mobile home park continue to live with toxic tap
water.
Starting Tuesday, Riverside County is fining La Quinta Ridge Mobile Park
owners a $1,000 a day for health violations.
The water coming out of these taps is toxic. Perchlorates, often found
in rocket fuel, was found by county health officials coming from wells
behind the complex.
Residents now pick up their daily ration of bottled water supplied by
park management.
Resident Dutch Haling said, "It's frustrating when you find yourself
having to drive down to the clubhouse several times a week to get water
for basic needs. When you turn your faucet on, you think, well, I can't
drink it, I'll have to get the bottle out."
"Years ago, this well back there, surrounded by all the horses and all
the animals, has always been a problem because of where it is," adds
resident Patrick Custer.
Even county officials are having a difficult time tracking down the
owner.

Denys Arcuri with County Supervisor Roy Wilson's office said, "It's
certainly frustrating and I can only guess why we are headed down this
path. It seems to me the solution is there. It's very easy to take care
of. If there's a dispute over the fees to hook up, that can be dealt
with later."
Park management has the option of ditching the well and hooking up to
the city of Indio's water system. It would cost around $75,000. The city
even offered to let management pay it off later. There is no answer from
them yet.

gauntlet other than community related trivia such as 'minutes' of a

Norton S. Karno according to J. Swift over at OCMB has or had a $30
million +/- beach mansion spread on "Broad Beach" in California where
celebrity mega-money neighbors such as Eddy Van Halen, Robert Deniro,
Danny Devito, and Robert Redford live as well. So, I'll assume by
'dollar stat' deduction alone with age difference calibration that Cory
Sukert; Cal-Am properties head being Norton S. Karno's son-in-law; that
he does work out of Karno's Encino office with Norton as the deigning $$
monarch overseeing 'things' peering over junior's shoulder with sagely
advice ... Not that junior isn't necessarily rich from his own efforts.
But, for anyone to live on Broad Beach, as the most prime beachfront
real estate in Los Angeles/Malibu, with 4 bedroom homes 'starting' at 15
million I suspect Cory's net worth isn't anywhere near his dear
father-in-laws. Yes, I've walked that beach via legal public easements
for many years on occasion. No, I don't live there. Wish I did, but life
doesn't have that 'residence' street address in store for me. If it did,
I would already be living there.

Norback isn't focused on (and doesn't know about) the Scientology
connection. He's thinking about the animals. On Monday, he surveyed
the place where, he figures, 95 percent of the prairie dogs were
killed. As he spoke, four or five prairie dogs bobbed in and out of
holes at the west side of the property. They are among the few
survivors.
To Norback, the bulldozing constituted animal cruelty. "I understand
that prairie dogs will be killed by humans. We need to do this
humanely."

The Manufactured Home Communities had problems several years back,
when one of the middle management positions of each community were
making it impossible for owners to sell. They basically were
unregulated places where the rates were raised higher and higher, and
people were stuck, unable to sell. Several states enacted laws to
place ceilings on rent. Same kind of MMO with Allstate and the
Scientology manual. More money for the upper investors, the clains
reps were playing attorney. Unregulated and scammish sales, money goes
up into company.. Pollution, extinction and creation of working poor
are the beneficiaries of this middle-managed greed.

Estates management] would never let me sell," Boswell said. "I had
qualified buyers who wanted to buy my mobile home, and not one was
approved. So I filed suit. Then they finally told me I could sell, buy
only to one of their preferred buyers and with the stipulations that I
drop the lawsuit and give them a kickback."
The manager of the mobile home park who allegedly asked for the
kickback is gone, but her departure didn't help Boswell. He moved out
of the park but left the trailer behind, continuing to pay for his
lease and maintenance. Refusing to bow to the pressure of Colonial
Estates management, which threatened to take the trailer because they
said it was abandoned, Boswell finally junked his trailer for $500
($6,500 less than he'd been offered by several buyers) and had it
hauled away.
Depositions in the case were taken only recently, so it could be
months before the case of Boswell vs Bud gets to court. But one day
out of the blue, Boswell decided to contact the Blue Island Sun
Newspaper about his problem and the plight of other mobile home
owners. The story was intriguing, so I did some checking into the
mobile home industry, which in some ways is like a series of Third
World dictatorships right in our own backyards. This is what I
learned.
Though there is very little on the books protecting mobile home
owners, legislation has been continuously reintroduced for at least a
decade. Most recently, state senator Christine Radogno of LaGrange
introduced Senate Bill 70, which would have created an ombudsman to
settle disputes between tenants and park owners. On March 23 of 1999,
SB 70 passed the Senate by a total of 57-2.
After the bill sailed through the Senate, it should have had no
problem humming through the House, right? Guess again.
With Zeman and the powerful IMHA waiting to bushwhack it in the House
of Representatives, the legislation was beaten to death before it even
reached the floor. In fact, during a subcommittee hearing of the House
Executive Committee, Zeman himself testified that the legislation was
unnecessary because there were so few problems between tenants and
owners. He reportedly also told representatives that disputes are
settled within the mobile home parks by the mobile home park owners
and tenants.
