ASHO Day 1976-1981 pay

The following are the references extant between 1975 and 1981 for
Sea Org payroll, "hazard pay" and bonuses.

In 1975, the issue in force regarding SO pay and bonuses was Flag
Order 3075. It set basic pay for a full-time Sea Org member at
$10.00 per week. Base pay for new recruits on the Estates Project
Force ("EPF") and those in the Rehabilitation Project Force ("RPF")
was $5.00 per week.

As a staff member on a finance post, I was also entitled to receive
"hazard pay" in the amount of $3.42 each week, in addition to "base
pay" (sometimes called an "allowance"). "Hazard pay" was authorized
by Flag Order 1367 dated 22 September 1968 and written by Commodore's
Staff Aide for Division 7, Irene Dunleavy for L. Ron Hubbard. The
reason for accounts personnel being authorized to receive "hazard
pay" was that they are personally responsible for any discrepancies
(shortages) during the handling of monies.

At the time I was put onto a finance post at ASHO Day in late 1975,
"hazard pay" was not being given to Treasury personnel, even though
Irene (the person who wrote the issue in 1968) was the Commanding
Officer at ASHO. By 1975 Irene had divorced Tony Dunleavy and had
been married to and separated from Bill Howey (at that time the
franchise holder of the San Antonio, Texas Mission). She was soon
after to divorce Bill and marry Jack Dirmann, the HCO Area Secretary
("HCO Area Sec", or "HAS") for ASHO Day.

I had been over at Publications Organization US on Temple Street
looking through the Mimeo Files Section for the necessary issues to
compile my "full hat" for my post when I discovered Flag Order 1367.
At the time I was surprised that "hazard pay" wasn't already being
given to eligible staff. My senior, Jim Chapman, as well as my
fellow Treasury Division friends, David Pyatt and John Bostrom were
very pleasantly surprised to learn that Flag Order 1367 existed, for
it meant they would begin (in theory, at least) to receive a bit more
pay each week.

By week ending March 5, 1976 I was due to receive "hazard pay" each
week. Prior to that week ending I had only been eligible to receive
a maximum of $10.00 per week. Beginning March 5th my pay was $13.42
-- in theory at least. I say this since the full amount due to
staff was rarely given to us. Note for example my pay cuts between
April 16, 1976 and September 3, 1976. During the weeks we received
a cut in pay, I received $6.71, which was 1/2 of the $13.42 I was due
and promised.

One other issue in force at that time authorized bonuses to selected
staff members. The issue was Aides Order 44-39R, which is an LRH
program specifically written for ASHO Day. This Aides Order was
in force, off and on, at ASHO during the years 1976 - 1981. The
issue had targets (orders) on it for the LRH Communicator to comply
to. One of the targets authorized the LRH Communicator to award a
$5.00 bonus each week to each of the ten most "upstat" staff members.
I was a recipient of an "upstat" bonus at least 60 times between June
25, 1976 and July 17, 1981 (a period of five years), and this bonus
was not even given out for a two year time period in between (from
the fall of 1978 and the fall of 1980). So really, of the 159 weeks
the ten most "upstat" staff were given a $5.00 bonus, I was amongst
the ten most "upstat" staff no less than sixty times! This was no
small feat considering that ASHO Day had slightly more than 100 staff
most of the time. The notation '[*]' indicates weeks that I earned an
"upstat" bonus on a week on which pay was cut. There are 21 such weeks.

On September 16, 1976, LRH ED 284 "The Solution To Inflation" was
issued by Hubbard. This LRH ED is known in Scientology as the "price
increase" issue. It announced that prices "for all services, books,
meters, courses and processing" would increase 5% each month (10% in
the United Kingdom), at midnight on the last day of the month, beginning
on October 31, 1976. The stated reason for the price increases was
"so that our [Scientology] staffs can live, so that we can take better
care of our buildings and so that we can give better service." For
awhile staff did receive more pay. There were fewer pay cuts in 1977
than there were in 1976. But notice the dramatic increase in the number
of times and in the amounts pay was cut from 1978 and forward.

On October 20, 1976, Flag Order 3075-2 "Sea Org Members Basic Allowance"
was issued. It authorized an increase in Sea Org members' base pay.
The issue set base pay for staff on full time duty at $17.20 per week.
As before under the earlier issue, "EPFers", "RPFers" and those on
full time training (for example, staff in the Technical Training
Corps, or "TTC") were to receive 1/2 pay.

On September 13, 1978 Flag Order 3075RB "Sea Organization Bonus System"
was issued. Base pay was still $17.20 per week, but changes in the bonus
system were effected. Also, "hazard pay" was increased to $5.75 per week.

On March 19, 1980, Flag Order 3766R "Sea Organization Basic Allowance
and Bonus System" was issued. It applied to _all_ Sea Org organizations
except Flag. The issue cancelled all earlier Sea Org pay and bonus systems.
Base pay was now being referred to as "Sea Org basic allowance" rather
than "base pay".

There were many weeks we recieved pay cuts. From Jan 2, 1976 through Dec-
ember 3, 1981 (a period of 308 weeks), pay was cut _148_ of those weeks.
Some weeks *some* pay was given; many weeks *no* pay whatsoever was given.
Note that from July 17 through December 3, 1981 (a 21 week period) there
were 17 weeks that ASHO staff received no pay whatsoever! During these 21
weeks I received a total of 29.25.

Here is an itemization of back pay due me for the years 1976 through December
3, 1981, with a weekly detail of the amounts due. The dates given are for
the Friday immediately following the week ending on Thrusday at 2 PM. When
pay is given, it is paid on a Friday following the week just ended at 2 PM
Thursday. In Scientology, the week ends at 2 PM local time for purposes of
"stats" and financial planning. An amount in angle brackets, e.g., <5.75>
for week-ending May 26, 1978 indicates an amount of back pay that was given
to staff.
