First off, you are covering ukraine's monthly budget as part of it, thusly it will be a recurring monthly in future monthly bills. So be aware you are assuming that expense each month.
Next, the CIA gets funds, most likely for them to get into the corruption there. Perhaps a front company to buy into natural gas. Whatever it is, it is not good for sure. I actually at a point assumed something more sinister, but that is bad enough as it is.
