I think it runs a lot deeper than merely fear of being out of step with
the neighbors and even deeper than the medical justification which used
to exist.
For a parent to start circumcising in the 40s and 50s, all it took was
medical authority telling them it was healthier and would prevent
disease. Against a cultural background of sex and body parts not being
talked about, people had nothing else to go on.
Now that the medical justification has fallen apart, parents have to
acknowledge how painful it is in order to stop it. A man who refuses to
acknowledge the loss is not going to take that loss into consideration
when it comes to his son.

history, we'll tend to visit it on our children unthinkingly.
Even if we do acknowledge it, it's often a struggle to avoid recycling
it.
While on the subject of mutilation of the penis, has any survey ever
been done to find out if it's mothers or fathers who are the driving
force behind it in the absence of religious coercion?
I can only say that in the cases I know of, the mother was the
instigator.

I have heard that with female genital mutilation, in the U.S. where it
is illegal, in subcultures where it is done it is the mother who insists
on it.
As far as when male circumcision is done outside of religious strictures
that it is the mother who often is the one who insists on it, that is
what I have seen too. It would be interesting to know why. I can't
imagine that _before_ it became a religious ritual or medical procedure
that a woman wouldn't go all out in defense of the child from someone
saying they were going to cut part her baby's penis off.
