I should have been clearer, I know my fault. Would you please explain
"Track Warrant Control"? I seen the signs coming into and out of the city
limits.

Movement of trains in this territory is controlled by track warrant. At
least on the UP track warrants are preprinted forms which the crew fills out
when instructed by the dispatcher. There are 18 different boxes which can
be checked and blank spaces in each are to be filled in. For example, line
2 would be used to give authority to proceed from A to B and then line 10
would tell the crew to clear the main line at B.
Alternatives on other territories would include ABS, CTC, and DTC but
that's a whole nother chapter in the rule book. Hope this helps you

Track warrants allow for train movements on unsignalled
trackage (Usually.) They also are used to relay
unusual operation conditions like inoperable grade crossings signals, speed
restrictions, temporary
block stations, workmen obstructed tracks (flagmen) etc.
Most freight RR's use track warrant control (TWC),
however many RR's in the northeast use a Form
D control system. Form D's are part of NORAC rules, which are similar(but
not identical) to track warrants in scope and use. RR's like Metro North and
Long Island
have their own unique systems of Form M's and
Trainorders(flimsies) respectively.
